Spouse sentenced to 18-month conditional sentence for stealing from husband’s clients

Vancouver, British Columbia, November 13, 2014... The Canada Revenue Agency (CRA) announced today that Lenora Anne Chin of Vancouver, British Columbia, was sentenced on November 12, 2014, in Vancouver Provincial Court. Chin pled guilty to 16 counts of theft under $5,000, eight counts of theft over $5,000, and one count of fraud against the Government of Canada, all under the Criminal Code. Chin was ordered to serve an 18-month conditional sentence, which includes four months of house arrest. Prior to sentencing, Chin had made full restitution of all amounts stolen.
A CRA investigation determined that Chin committed theft totaling $242,872, against 24 local businesses and individuals from August 2004 to March 2012. During this period, Chin was employed by Randall A. Dang, Ltd., an accounting company operated by her husband, Randall Dang. Chin counselled clients to write cheques for an inflated amount of tax owing, when in fact, amounts owed were less than what was advised. The overpayments generated refund cheques, which Chin intercepted and deposited into a joint bank account held by her and her husband. Chin obtained these and other government credit and benefit cheques made out to clients by providing her home or business address to the Government of Canada as the clients' address. Other overpayments were applied to Dang's personal tax account, Dang's company tax accounts, or to other clients' tax accounts to replace funds diverted by Chin without the clients' knowledge.
Chin also falsified signed cheques received from clients for payment of taxes by writing Dang's name as the payee. One client was persuaded to make cheques out to Dang, rather than to the Receiver General, by offering a fake CRA discount for online payments. Chin was also found to have committed fraud against the Government of Canada by filing a false GST return on a client's behalf to generate a refund.
The preceding information was obtained from the court records.
